Powered Wheelchairs Dual Control Electrically Powered Indoor/Outdoor Wheelchairs

Dual control E.P.I.O.Cs (i.e. models with both occupant and attendent operated controls) will be considered for issue, according to clincal circumstances.


The client must satisfy all the relevant requirements for issue of a standard E.P.I.O.C and the need for additional attendent operated controls will be determined by a wheelchair therapist and/or rehabilitation engineer.

The main unpaid carer will then be trained as appropriate, by Wheelchair Services, in the correct operation and handling of the attendant controls.


Where the attendant operated controls are to be used outdoors, then the client's main carer(s) must complete the relevant processes regarding outdoor handling for E.P.I.O.C use:

  • Eyesight test
  • Outdoor handling practise
  • Road safety test

Where multiple carers are involved with a client, only those approved and trained by Wheelchair Services will be permitted to use the attendant controls.

A maximum of three main carers will be trained by Wheelchair Services. Any other circumstances will be considered on an individual basis.

The client and/or carer must also:

  • Agree to comply with E.P.I.O.C. service conditions of loan and take every step possible to take out insurance to cover third party liability, theft and damage.
  • Agree to regular review by the E.P.I.O.C. service (every 12 months). If at any review the client fails to meet any of these criteria, the wheelchair may be withdrawn.
